The term ICANN stands for Internet Corporation for Assigned names and Numbers. ICANN is an internationally organised non-profit corporation that has responsibility for Internet Protocol (IP) address space allocation.
ICANN hold many tasks including managing the assignment of domain names and IP addresses. It should be noted that the majority of this work concerns the introduction of new generic top-level domains. The work done by ICANN has brought about many accomplishments such as ICANN has established market competition for generic domain name registration, which resulted in the lowering of domain name costs by 80%, which has saved customers; both individuals and businesses annually. Another accomplishment from ICANN is the fact that they implemented a uniform domain name dispute resolution policy (UDRP), which has been used to resolve more than 5000 disputes over the right to domain names. One last accomplishment, which was reached by ICANN is they adopted guidelines for the development of internationalised domain names. This opened the way for registration of domains in hundreds of world languages.
The overall idea behind ICANN is to respond to the demands of rapidly changing technologies and economies, flexible, readily implemented policy development process originates in the three Supporting Organisations. Advisory Committees from individual user organisations and technical communities work with the Supporting Organisations to create appropriate and effective policies. Over eighty governments closely advise the Board of Directors via the Governmental Advisory Committee.
ICANN's Board has included citizens of Australia, Brazil, Bulgaria, Canada, China, France, Germany, Ghana, Japan, Kenya, Korea, Mexico, the Netherlands, Portugal, Senegal, Spain, the United Kingdom, and the United States.

This is so that when a user logs onto the Internet the Internet Service Provider (ISP) assigns an IP address. ISPs are assigned blocks of proprietary IP addresses for their use. The IPs they assign to their customers are pulled from these blocks.
